In Japan it costs like 15 grand or something to get a license.

No idea which currency, my guess is Kiwi. But I can offer an explanation why. Japan has huge traffic jams, so they are probably trying to keep numbers down where possible.

and the reason the age limit is so high is because the P platers keep wrapping themselves around trees

Close, it is actually, you must be 16 (i believe they are going to introduce 16 & 9 months) to get your L plates. Once on your L's you must complete 120 hours of which 20 hrs will be night driving.
THen you move onto your red P plates (earliest at 17), which you have to hold for 1 year. Then you get your green P plates which you hold for a further 2 years. So you are minimum 20 before you get your full licence, and even then, you are still under restrictions until you are 25.

Now i should point out that this is only in NSW, i know for a fact that ACT is slightly different. ACT learners are also placed under no speed limit.
